In early August 2007 we learned that the International Youth Human Rights Movement (YHRM) had been declared "inactive" and has been deprived of its status as a legal entity by a court decision in Nizhny Novgorod, Russia on the demand of the Federal Registration Service. The decision was taken on June 13, yet the Coordination Council of YHRM learned abut it only by accident, almost a month and a half later, since the court nor the registration service had notified us.

We would like to state that we definitely are not going to stop our work. At the same time any kind of support from our partners and friends would be appreciated.

The YHRM case is typical and symptomatic, it reflects negative tendencies in relation to freedom of association (the right to create organizations, unions etc) in Russia and some other NIS countries. in detail »»

[ 17.08.2007 ] Amnesty International: "Russian Federation: Flaws in the law on NGOs more and more visible"

The most recent example of the threat of closure of the NGO Youth Human Rights Movement (YHRM) is a clear example of the flaws in the law's implementation. The YHRM learned only in August 2007 that two months earlier a district court in the city of Nizhnii Novgorod had ordered that the YHRM be taken off the register for recognized NGOs of the Federal Registration Service (FRS), as they had allegedly failed to provide reports about their activities to the regional department of the FRS.

The Budapest-based human rights organization Freedom House Europe today strongly condemned the closing down of the International Youth Human Rights Movement (YHRM) by a Nizhniy Novgorod court at the demand of Russia’s Federal Registration Service (FRS). YHRM, one of the most active human rights organizations in Russia and the NIS, is accused of failing to submit its annual report to the Nizhniy Novgorod branch of the FRS.

“There is Youth Human Rights Movement in Russia. They have web-site, address and activists, but court in N. Novgorod made decision about closing down the organization because of failing to provide reports about their activities to the regional department of the FRS. Here we talk about legal (but not legislative) aspects of casus. Sometimes legislation contradicts the principles of law, and realizing of it becomes nonsense” – David wrote in post “About phantom organizations”.

For us Youth Human Rights Movement is a community of brave, unselfish, responsive, based on principle and consecutive activists, who are not persons alike, stereotype liberal human rights advocacies, who aren’t adore East for “market democracy”.

Today I have known about shocking decision from a Soviet district court in the city of Nizhni Novgorod, who “closed” your organization. I’m sure this decision will be canceled as illegal.
I suppose taking monitoring of similar court decision is necessary. Also tomorrow I‘ll make a suggestion to discussion this decision and others similar in near meeting of Council about supporting to developing civil society institutes and human rights. Activity of your organization is well-known and is worthy to be supported.
